OSPREY, FL – According to WFLA, authorities have apprehended a man who allegedly fled the scene after colliding with a 13-year-old girl on E Bay St Tuesday.
David Chang, 65, is accused of striking the girl with his dark silver sedan while riding her bike in a crosswalk on E Bay St near Pine View School at around 4:15 p.m.
